The Board of Apprenticeship Training (NR), Kanpur was established in the year 1970. Since 1973,the Apprenticeship training of Engineering Degree & Diploma holders was brought under the purview of Apprentices Act 1961 by Apprentices (Amendment) Act 1973. Subsequently, in 1986 the Apprenticeship training of 10+2 passed Vocational stream candidates was also brought under the purview of the Act by amendment in Apprentices Act 1961. Since then, the Board continued to deal with Apprenticeship Scheme as per Apprentices Act 1961 with amendments from time to time in the states of Uttar Pradesh, Rajasthan, Haryana, Punjab, J&K, Himanchal Pradesh, Uttrakhand, National Capital Territory of Delhi and Union Territory of Chandigarh and Ladakh.Later the monitoring and implementation of Apprenticeship training regarding Technician (Vocational) Apprentices has been transferred from MHRD to Ministry of Skill Development and Entrepreneurship w.e.f 21st September, 2017.
The Apprentices Act defines "Graduate, Technician (Diploma Holder)" Apprentices as an apprentice who holds or is undergoing training in order that he may hold a Degree or Diploma in Engg. or Technology or Equivalent qualification granted by any institution recognized by the Government/ All India Council for Technical Education and undergoes Apprenticeship Training in any such subject field in Engineering or Technology as may be prescribed.
The Officers of the Board are designated as Apprenticeship Advisers under the Act. The Apprenticeship Advisers notify the number of training places on which Engg. Graduate, Technician (Diploma Holder) apprentices are to be engaged by individual employers under Central Sector i.e. Central Govt. Departments and Central Govt. Undertakings, State Sector i.e. State Govt. Departments and State Govt. Undertakings and Private Sector. Engineering Graduates, Technician (Diploma holders) apprentices are paid stipend at least at the minimum rates prescribed under the Act. 50% of the minimum amount is reimbursed by the Central Govt. through the office of the Board to the employers.
The period of Apprenticeship training under the Act is one year. The results from Technical Institutions are declared some times in June/July every year. Therefore, the employers are required to engage a fresh batch of apprentices immediately after the results are declared. There is no guarantee of the employment after completion of training. The employer and the apprentice enter into a contract of apprenticeship for a period of one year. If the contract is terminated before this period, the party responsible for the same is liable to pay compensation. However, in case the contract is terminated due to the apprentice getting gainful employment or on medical ground, the payment of compensation is waived.
In the Memorandum of Association of the Board of Apprenticeship Training (Northern Region) registered as Society under the Societies Registration Act 1860, the following objectives have been laid down.
To do all such other acts, deeds and things as are conducive to the attainment of the above objectives or any of them.
